Programme Highlights:

PARK1, which is under construction, is located at an artificial island adjacent
to Shek Kwu Chau. Its aim is to substantially reduce the bulk size of mixed
municipal solid waste (MSW) and to recover heat generated during incineration
as so to generate electricity. It will minimize the landfilling of waste
significantly, thereby extending the useable life of landfills and their
extensions in Hong Kong.

PARK1 has a treatment capacity of 3,000 tonnes each day. It adopts advanced
incineration as the core treatment technology as well as a demonstration scale
mechanical sorting and recycling facility for recovery of useful resources from
the mixed MSW.

PARK1 adopts state-of-the-art flue gas treatment technologies and air
pollutioncontrol and monitoring measures. Its emissions will comply with the
emission standards for waste incineration facilities in Hong Kong and the
European Commission for the protection of public health and the environment.
In order
to minimize the disturbance to the surrounding environment during the
construction phase, non-dredged method was adopted for ground treatment when
forming the artificial island and double-layer silt-curtain was adopted during
reclamation. To consider the protection of coral colonies, some affected corals
were translocated and features of eco-shorelines were incorporated to
construction of seawall. Marine mammal observers and specialist have monitored
and controlled the impact to the finless porpoise for the project. For noise
control, measures, such as acoustic enclosure for piling rig and installation
of air-conditioner and double-glazed windows, were implemented for the affected
noise sensitive receiver.
During
this site visit, participants will first gather at the Cheung Chau Public Pier,
visit the Cheung Chau Information Office, and then travel by boat (~0.5 hr) to
the site of the Artificial Island. A presentation on the environmental control
measures and monitoring for the works such as deep cement mixing, seawall
construction, piling etc., will then be given, followed by a site walk.
Through
this visit, the participants will know more about how Environmental Engineering
can contribute to design and construction of a mega-scale infrastructure and
how an incineration facility can achieve Waste-to-Energy as an environmental
protection strategy.
